- MUNICIPAL NETWORK OF SOCIAL PROTECTION -


Protection umbrella for the socially weak.

The municipality produces social policy which covers the gaps of central administration. The aim is to create a modern social policy framework based on the best international practices. The pillars upon municipalty’s social policy will form its composition are the 6 high-risk poverty groups as follows:
* People with low education (unskilled and low skilled).
* Persons aged 65 years and over.
* Households with more than five members.
* Children aged 0-17 years.
* Unemployed.
* Tenants.

Municipal system of social protection.

Municipal social protection system will be structured around the above vulnerable groups and it will be consisted of 3 levels as follows:
* Primary level of open structures.
It concerns the total of the open structures (supported housing, common meals, social groceries etc.).
* Secondary level of social care.
It concerns all public institutions in the jurisdiction of municipality and ensures common rules for the institutions and the beneficiaries.
* Tertiary level of supplementary provision.
It regards all social benefits which are given as a supplement (rent subsidies, food allowance, medical and pharmaceutical care, etc.).

Simultaneously, it includes the system of "cashless welfare card", where the poor families will obtain products from companies that are part of the local network, up to the maximum monthly supply limit which has been set. These families are selected by the social services of the municipality every 6 months, under certain social criteria. The program focuses on coverage of primary survival needs of vulnerable social groups and needy families, so that together with their employment to jobs created by the Municipal Food Parks & Municipal Social Franchise, be able to gradually build on their strengths.
